CDMA market bullish in Indonesia.
The Indonesian telecommunications system has entered a new phase with the launching of the CDMA (Code Division Multiple Access) technology, a fixed wireless cellular telephone technology. This service offers facility not only in mobile voice service, but also in high speed data access facility.In general, the working principle of CDMA is often called interference averaging. Signals spread evenly all over the bandwith. Conversations are marked with different codes. The codes look like interferences noisy for each call. When call come and is decoded, the noisy voice is pressed and will disappear.
The expansion of telecommunication system based on CDMA in the country is indicated by the strong interests shown by investors in business in this sector. CDMA technology has already expanded in the a number of countries like the United States, Japan, South Korea. In Indonesia, there are already three investors in 2003 operating CDMA based telecommunications service.
The launching of CDMA technology in the country contributes to tighter competition in the telecommunications business. The competition benefits consumers as it provides cheaper alternative.
3 big operators of CDMA telecommunication service
The three operators of CDMA telecommunication service in Indonesia since mid 2003 are PT. Telkom Tbk, PT. Bakrie Telecom and PT. Mobile-8 Telecom.
PT. Telkom Tbk
PT. Telkom Tbk is a state company, a pioneer in fixed-wireless service using CDMA technology with limited mobility. It started operating CDMA service in in May, 2003. Telkom is a pioneer in the operation of CDMA technology telecommunication service with the brand name of Telkom Flexi. This technology has a higher capacity that it could handle more calls. Telkom claims that its Flexi service has higher quality with a clearer voice from fixed telephone and could integrate voices, data and video. Telkom Flexi could access internet with a speed of 153 kbps, down load file and SMS (Short Message System) and MMS (Multi Media System) with other operators. Telkom Flexi has the card facilities of RUIM (SIM Card) both pre paid card (Flexi Classy) and post paid card (Flexi Trendy) In its early launching, Telkom Flexi is a fixed wireless telephone which is mobile and could be carried and used as long as it is still within the Flexi area. Thouigh it has limited mobile capacity, service tariff is the same as the tariff for ordinary fixed telephone. Therefore, it is more economical as ordinary fixed telephone with no air time fee. However, starting March, 2004, Telkom changed the marketing orientation of Telkom Flexi introducing it more as being fixed telephone and supplement of fixed telephone. The purpose is not to affect the business value of cellular phone service which is also operated by Telkom through PT. Telkomsel, which operates GSM (Global System for Mobile Communication) based cellular phone service.
Telkom sets target to increase the number of subscribers to Telkom Flexi in Jakarta to 440,000 in 2004. Around 60% of the users of the Flexi service are registered subscribers, much higher in percentage than the registered cellular phone users which are only 10% of the total users. Telecommunication industry will be stronger if it has high percentage of registered users.
Telkom plans to build more base transceiver stations (BTS) in Jakarta in its bid to expand market and increase number of subscribers. Telkom has named PT. Wahana Esa Sambada to built BTS units with a capacity of 11,000 line units with an investment of Rp 8.09 billion in Purwakarta (area code of 0264), PT. Khatulistiwa Dwi Bhakti to build BTS with a capacity of 11,250 line units with an investment of Rp 8.87 billion in Karawang (area code of 0267) and PT. Mitra Global Bangun Persada to build BTS with capacity of 20,000 line units with an investment of Rp 16 million in Serang (area code of 0254). By the end of 2004, construction is expected to be completed of BTS with capacity of 1.5 line units all over the country with a total investment of Rp 2.04 trillion.
In 2004, Telkom Flexi service will be expanded to 20 cities in the country. Expansion will continue through the BOT (Built and Operate Transfer) system with a third party. The Telkom Flexi service will be focused for post paid subscribers that the telephone tele-density could be increased with registered subscribers.
The introduction of CDMA 2000 1X gives efficient technology solution especially for the government to problem in speeding up additional telephone line units. Telkom said it has no intention of meeting competitors in head to head competition, but it is more interested in providing alternative communications services to the public as its fixed telephone service in the country has expanded sluggishly. The penetration of new fixed line until June, 2003, was only 3.75% with subscribers totaling 8 million, too low compared with the total number of cellular telephones now reaching 16 million with an annual growth of 8.1%.
PT. Telkom, therefore, expanded fixed wireless based on CDMA 2000 1X to speed up penetration of telecommunications market. Since its launching in mid 2003, the number of Telkom Flexi subscribers tended to rise indicating the interest of the public in wireless telecommunication facility. By the end of 2004, Telkom Flexi targets to have 1.2 million subscribers.
PT. Bakrie Telecom
Earlier, the company was named PT. Radio Telepon Indonesia established in 1996 by PT. Bakrie & Brothers. In 2003, the name of the company was changed with PT. Bakrie Telecom with the involvement of CMA Fund Management as a shareholder with PT. Bakrie Brother as a 94% owner.
In the beginning the subsidiary of the Bakrie Group operated in fixed wireless telephone service using the brand of Ratelindo, with the technology of ETDMA (Extended Time Division Multiple Access). The wireless device could be moved to any new place chosen by the owner although it would not be convenient as the set consists of three parts including antennae. Until now Ratelindo service is effective.
In September 2003, Bakrie Telecom operated fixed wireless telephone service with the CDMA 2000 1X technology. The service using the brand of Esia enables the subscriber to carry and use the telephone in any place as long as it is still in the same area code. Esia uses the RUIM card with the capacity of 32 kilobytes, consisting of prepaid home service and pre and post paid City service with different tariffs.
Bakrie Telecom has invested US$ 30 million with 150,000 subscribers. In five years it hopes to increase investment to US$ 450 million to list 3 million subscribers. In the first phase it will have 510 line units in 2004.
PT. Mobile-8 Telecom
PT. Mobile-8 Telecom (Mobile-8) was established in 2002 with the shareholders including PT. Bimantara as a 70.5% owner, PT. Dwimarga Dwiutama Asia Link BV (8.5%) and Centralindo (5.4%), and the remaining 15% held by foreign partners - Korea Telecom Freetel (KTF) and Qualcomm.
PT. Bimantara invested US$ 60 million and Rp 260 billion in the joint venture company. The fund came as a loan from Korean Export Import Company (KEIC) and Samsung Corp carrying an annual interest rate of 7%-7.5%. The loan is will mature in 2007. The investment includes acquisition of cellular telephone operators Komselindo (PT. Komunikasi Seluler Indonesia), Metrosel (PT. Metro Seluler Nusantara) and Telesera (PT. Telekomunikasi Seluler Raya). The three cellular phone operators have been merged into Mobile-8.
Mobile-8 with product known with the brand of Fren, is not an operator of fixed wireless telephone like Telkom Flexi and Bakrie Telecom (Esia), but it is a cellular phone operator. The difference in the license of cellular phone operators and fixed wireless telephone operators causes the difference in tariffs. The tariff of Flexi and Esia of fixed wireless telephone is based on local fixed telephone tariff and that of Mobile-8 is based on the tariff of cellular phone. Mobile-8 is the only operator of cellular telephone in the country with the CDMA technology, in addition to three other cellular phone operators based on the GSM technology - Telkomsel, Indosat and Excelcomindo.
In the first phase of Mobile-8 will provide service with CDMA 2000 1X and EV-DO (Evolution of Data Only) technologies which have superiority in ability to reduce noise. The technology has a data transmission speed of up to 153.6 kbps (kilo bit per second). Currently a trial run is being conducted for the service based on the technology of CDMA 2000 1X EVDO (Evolution of Data Only) in Central Jakarta. With a data transmission speed of 600 Kbps to 800 Kbps through mobile networks.. The trial run project has been made only in Jakarta . Mobile-8 has cooperation contract with Samsung Electronics valued at US$ 120 million to build new 433 BTS with a capacity of 1.9 million subscribers in three years.
New Investment
A number of new investors have indicated interest in CDMA-based telecommunication service business. Four of them plans to start business immediately.
PT. Indosat, which is 58.06% owned by the government and 41.94% by Indonesia Communication Limited, a subsidiary of Singapore Technologies Telemedia, has strengthened its position in the telecommunication business especially in cellular telephone service based on the GSM technology with the merger of its two subsidiaries PT. Satelindo and PT. Indosat Multi Media Mobile into it.
In May, 2004, PT. Indosat will operate FWA (Fixed Wireless Access) service based on CDMA launched with the brand of Star One. Indosat has named Mega Asia, a consortium of Bakrie Communication Company, Tomen Corporation, PT. Asiabumi Piramida and PT. Sarana Insanmuda Selaras to build BTS. Investment for the FWA telephone is around US$ 100 - US$ 150 per line unit, cheaper than the investment for CDMA when it was first introduced in the country at US$ 200 per line unit.
In the first phase, 95 units of BTS have been built in Malang and Surabaya and 160 units in Jakarta. Later FWA networks will be built in Yogyakarta, Central Java, East Java, Sumatra and Kalimantan. Indosat provides FWA service with a capacity of 450,00 line units including 250,000 units to be built by Indosat and 200,000 units to be built under production sharing system. The projects will cost US$ 118 million.
Other new investors include PT. Wireless Indonesia (PT. WI), but the company will operate CDMA cellular phones. The company will launch its product with the brand of Win with an investment of US$ 400 million. CDMA cellular phone was already operated earlier by PT. Mobile-8 Telecom in Dec. 2003.
PT. Mobil Seluler Indonesia (Mobisel) was previously known as an operator of cellular phone with analog technology namely NMT 450 (Nordic Mobile Telephone) since 1996. Its operational areas include Lampung, West Java, Jakarta, Central Java, Bali and Lombok.
Later, however, all cellular phone operators used GSM technology and NMT 450 is no longer use din the country.
Currently Mobisel will operate CDMA-based fixed wireless telephone with the brand of CDMA Mobisel. In the first step it will build 20,000 line units. The company will invest US$ 2 million. The investment is small compared with investment by PT. Indosat for the similar project.
PT. Indoprima Mikroselindo plans to operate CDMA fixed wireless telephone. The company will build 300,000 line units in the near future.
Supporting technology
Operators cooperate with provider of technology. The cooperation covers provision of network and software and in application.
PT. Telkom Tbk as a pioneer in the operation of CDMA based telecommunication cooperates with Motorolla Inc. from the United States in the provision of networks in West Java and Batam.
PT. Bakrie Telecom named Nortel Network from Canada to build infrastructure of CDMA 2000 1X networks. Nortel Network is a leading vendor for CDMA network having long experience in Asia.
PT Mobile-8 Telecom, which launched CDMA-based cellular phone in Dec., 2003 teamed up with Qualcomm from the United States as strategic partner. Apart from being a shareholder. The U.S. company is a provider of the technology. Qualcomm is known as a company providing CDMA technology with experience in various countries. Mobile-8 also cooperates with Korea Telecom Freetel (KTF) which provides consultancy service in operation and maintenance and with Samsung Electronics from South Korea to build networks and 433 units of BTS with an investment of USS 120 million..
PT. Indosat which will soon operate the FWA service named ZTE from China to build CDMA networks starting January, 2004.
Type of services and tariffs
In general CDMA services include:
* Voice communication technology
* Data communications including internet access
* Application traffic facility
However, until now CDMA serves more as technology to channel voice and data but not up to the level of applications.
PT. Telkom Tbk offers pre paid card (Flexy Trendy) at Rp 80,000 with refill voucher of Rp 50,000 for 30 days, Rp 100,000 for 60 days and Rp 150,000 for 90 days. Post paid Flexy Classy is charged with activation cost of Rp 25,000, monthly fee of Rp 30,000 per line unit and using fee of Rp 250 per pulse. Currently Telkom reduces the monthly fee of Telkom Flexi Family by 50% form Rp 30,000 to Rp 15,000.
Bakrie Telecom, which operates Esia service sets the price of starter pack of City service at Rp 150,000 including voucher at Rp 30,000. Additional fee for City service, which is mobile is Rp 250 per minute of conversation if used outside its domicile area.
City could be changed into Home freely, but migration cost of Rp 100,000 is needed from post paid to pre paid card. Local telephone tariff is Rp195/pulse (1.5 minutes) in rush hours, call tariff among Essia costs Rp 200/minute, call to other operator costs Rp 422.50 - Rp 503.75/ minute depending on rush hours.
PT. Mobile-8 Telecom has issued starter pack of Fren priced at Rp 50.000. The tariff imposed among local Fren holder is Rp 400/unit, among Fren non local is Rp 750/unit, call to other operators local and non local is Rp 750/unit and Rp 1,900/unit, call to fixed telephone zone 1 is Rp 1,200/unit and zone 2 & 3 is Rp 1,900/unit.
Meanwhile operators have offered more facilities and new features to their subscribers. Facilities are no longer limited to voice communications but also data communications such as access to internet, etc.
Standard services or features offered by operators are as shown in the following table.
There are also Value Added Service (VAS) different from each other among the operators such as M-banking, video streaming, etc. The more VAS offered the more attractive the service. See the following table for VAS offered by operators.
Coverage Area
With long experiences in offering telecommunication services, it is not too difficult for Telkom to expand its operation with CDMA based service of its Telkom Flexi. Currently Telkom Flexi is supported by 529 units of BTS enough for 1.2 million subscribers. Telkom has invested Rp 1.4 trillion for the service.
CDMA service operated by Bakrie Telecom through Esia is supported by 38 unit of BTS scattered in Jakarta, Bekasi, Depok and Tangerang with a capacity of 100,000 line units. It has built 10 BTS in Bandung with a capacity of 50,000 line units. In 2004 it plans to build 15 new units of BTS in Jakarta and 20 new units if Bandung.
Fren service could be enjoyed only in Java. It has 300 units of BTS, 17 units of which for wireless broadband EVDO services. Mobile-8 has established international roaming cooperation with Malaysian Mobile Services Sdn Bhd (Maxis), a GSM operator from Malaysia, which now has 40 million subscribers. It also has cooperation with other global operators such as i Telecom New Zealand, Telstra Australia, Hutch Hongkong, SKT Korea, KDDI Jepang, APBW Taiwan and Star Hub Singapore.
The areas covered by Telkom Flexi include 43 areas in 51 cities in Indonesia. They include 13 cities under BOT (Build Operate and Transfer) system and 38 cities under non BOT system. The coverage of Esia service is for the time being limited in Java. Including Jakarta, Bekasi, Depok, Tangerang and Bandung.
Number of subscribers
Telkom Flexi has the largest subscribers among the rivals offering similar services. Telkom Flexi succeeded in attracting more subscribers as it offers cheaper price for its pulse compared with GSM and it could offer alternatives in voice and data communications services with fixed telephone tariff.
Currently Telkom Flexi has 735,000 subscribers in 36 cities. Telkom Flexi offers Flexi Trendy (prepaid) and Flexy Classy (pots paid).
Esia has 100,000 subscribers. It hopes to increase the number to 300,000 by the end of this year.
Fren, which has operated only for four months has 50,000 subscribers in Java. It hopes to increase the number to 800,000 by the end of this year
Marketing strategies
PT. Telkom's marketing strategy for Telkom Flexi is with bulk system. The marketing system is new in the country.
PT. Telkom cooperates with PT. Sanex Telekomunikasi (Sanextel). Sanextel buys in bulk 200,000 line units of TelkomFlexi expected to be sold out in six months. The risk of failing in the sales of pre-paid cards is to be taken by Sanextel.
The cooperation adopts profit sharing system when the income has reached Rp 150,000 with share ratio of 53% for Telkom and: 47% for Sanextel. If the income is larger the profit sharing will be 70:30 in favor of Telkom. Currently the vendor for the South Korean cellular phone control 40% of the CDMA cellular phone market. In Jakarta it controls 70% of the market. The selling price of Sanex cellular phone and its Fleci card is Rp 800,000-Rp 1.75 million per unit.
Other marketing strategy is door to door promotion through which it has attracted 800 subscribers in East Java, and by utilizing telecommunication service outlets (Wartel) such as Telkom has made with its 400 wartels in Batam, Riau.
Telkom also plans to promote sales of Flexi Home, fixed wireless access CDMA 2000 1X with fixed terminal covered by Flexi signals to meet demand from the household sector in West Java where the telephone density is still low.
Esia looked to have disappear immediately after the launching of its starter pack in Sept. in 2003 as Bakrie Telecom focuses more on expanding sales networks by establishing new outlets. Currently Esia has 30 outlets and the number will be increased to 70 by the end of 2004.
Mobile-8 established Mobile-8 Centre in the Greater Jakarta to be close to consumers. It has also held exhibition called "Fren-ship Roadshow" from one shopping mall to the other in large cities like Jakarta, Bandung, Semarang, Yogyakarta, Surabaya and Malang. Fren's market targets young people including executives.
Mobile-8 cooperates with 11 distributors. The distributors provide terminals based on CDMA 2000 1X with frequency of 800 Mhz of various brands.
Mobile-8 also cooperates with vendors providing handsets such as Haier. Consumers could buy handsets with price including starter pack that could be operated at once. For example, Haier S2000 plus Fren could be bought at Rp 1.75 million per unit.
Superiority of CDMA
In general the technological superiority of CDMA is :
--The technology enable double conversations at once. A conversation in a single canal will not interfere other conversation as long as the receiver has the fight code. The CDMA technology, therefore is called Spread Spectrum Technology.
--The CDMA technology provides voice and data communication capacity enabling more subscribers to make connection at the same time and to support multimedia duties. The CDMA technology also is power efficient that its battery could last longer. The CDMA technology is safe from tapping conversations.
--Energy consumption is low. The CDMA cellular phone could be used with small battery that makes it light and more convenient.
--Investment relatively is cheap compared with fixed telephone or GSM. The cost is USS 200 per line unit and if the units are larger the investment value could as low as USS 150 per line unit.
--Installation of infrastructure fast and the technology is competitive. Industrial sources said CDMA 2000 1X could offer more sophisticated features.
--The CDMA technology also opens an opportunity for local developers of soft ware to develop various applications based on handsets of PDA (Pocket Digital Assistance) and computer. Cooperation between the operators of CDMA and local developers of software will add various features in the form of applications that could not possibly be obtained bby using other technologies.
Problems with CDMA 2000-1X
There are bottlenecks in the use of the technology of CDMA 2000-1X such as :
--Limited availability of various wares, both in voice or wireless data access. In this CDMA is far behind GSM.
--Features in the technology of CDMA 2000-1X could not be used in the technology of CDMA EVDO, which has the capacity to access digital 2 mbps data.
CDMA VS GSM
The CDMA technology is seen as a supplement of GSM based cellular technology which has been introduced earlier in Indonesia since the 1990s. Consumers, therefore benefits from the availability of alternatives.
CDMA based technology cost cheaper than GSM. GSM telephone is mobile and CDMA telephone is fixed wireless with limited mobility in a certain area.
GSM is still more popular than CDMA in term of the number of users as it has been known since the 1990s. GSM adopts an open standard that could be developed by anyone. CDMAOne (IS-95) was publicly used for the first time in 1995 and it gained popularity only when its new version CDMA 2000 1X was developed in October, 2000.
The number of GSM cellular phones has reached more than one billion units as against only 150 million units of CDMA telephones based on record by the end of 2003. Development of CDMA is still maintained by Qualcomm and it is the only one has the right to produce chips for CDMA-based communications equipment.
3G (Third Generation)
Cellular phone was first developed with the technology of AMPS (Advanced Mobile Phone System), before it was made outdated by GSM (Global System for Mobile communications).
The first operators of GSM cellular phones in the country are Telkomsel, Indosat (Satelindo & IM3) and Excelcomindo that started with technology of the second generation and then gradually used 2.5 generation and now the third generation. All CDMA-based operators use the technology of CDMA 2000 IX categorized as the third generation (3G).
In mid 2003, the CDMA 2000 1X technology was launched as a response to competition in fixed wireless telephone. The CDMA technology was later expanded with derivatives such as CDMA 2000-1X, EVDO and EVDV each with advantages and superiority. See the following table.
Now communication technologies compete more in expanding network capacity, high speed data package, simultaneous transmission of data and voice and multimedia services. Meanwhile competition among the operators in Indonesia is more in voice and SMS (Short Messaging Service). There is no significant competition yet in data service although data service has also expanded in the past five years.
Global market interested in CDMA 2000
CDMA is relatively new in Indonesia, that the percentage of the use of data access especially wireless mobile data access is small compared with in other countries like. the United States, Japan and South Korea. China, although relatively new with the technology, it has 5% market shares of 160 million users of GSM technology.
The CDMA technology expands rapidly pushing up demand for CDMA 2000 1X. The expansion is expected to be faster at the expense of other wireless technology. According to the CDMA Development Group, there were 67 operators of CDMA 2000 based technology in the world in 2003. In 2004, the number is expected to increase by 17 new operators including in Indonesia and Malaysia.
The number of CDMA subscribers in the world totaled 65,565,000 networks and 63 million have used the technology of CDMA 2000 1X. It is estimated that the number of subscribers will grow by 4 million per month on the average, 30% already use 3G service.
A Deutsche Bank analysts said the market share CDMA 2000 will multiply in the next five years to reach 487 million subscribers. In 2008, around 50% of the subscribers of CDMA 2000 will use the 3G technology. The growth is relatively slow compared with GSM but in Asia CDMA 2000 IX expanded fast.
Vendors, producers of hand sets, information technology vendors and other related technologies will follow in fulfilling the requirements of the CDMA technology consumers. Support is seen from the fact that around 40 branded handsets with more than 360 models have been produced for CDMA 2000 1X. To meet the dynamic market demand producers have produced dual model handsets for CDMA 2000 and GSM.
In Asia, more consumers of CDMA 2000 technology are individuals but in America, the consumers are mainly the business segment.
In Asia, operators of CDMA 2000 generally provide application service which is needed more by individuals such as VOD (Video On Demand), video phone and TV broadcasting. SK Telecom in South Korea launched mobile movie film service, video music, traffic information and real time news in mid 2003. KDDI in Japan in 18 months attracted 10 million subscribers by offering down loads video service up to 1.5 Mbytes or a duration of 3 minutes.
Prospects and conclusion
CDMA is predicted to expand in the coming years with the increase in the number of subscribers.
In 2004, the number of CDMA subscribers is predicted to reach 2 million and the number will rise to 4 million in 2005. The expansion will be dependent on support in technology, investment and the use of reasonable tariff.
CDMA has more varying applications with internet access and faster transmission of data compared with GSM. In investment CDMA technology is cheaper than GSM with a cost of USS 100--USS 150 per line unit as against USS 200 for GSM.
In tariff, fixed wireless CDMA is cheaper as it is based on the local fixed telephone tariff. The tariff of data transmission of SMS (Short Message Services) with GSM will cost around Rp 300, and the transmission of 160 letter message with CDMA will cost only Rp 3 as the tariff is only Rp 5/kilobyte.
The government, however, favors GSM as it contributes larger income to the government in sales tax and frequency fee and income tax.
Expansion of CDMA, however, will be hampered by scarcity of fixed wireless terminal (FWT). In addition the handset of CDMA is much more expensive.
