CULTURE Secretary Tessa Jowell will face down protests this week to unveil a pounds 9billion budget for the 2012 Olympics.

She is expected to admit on Thursday that costs have spiralled to almost four times the original pounds 2.4billion estimate. But she could cross swords with Chancellor Gordon Brown as the Treasury faces calls to cap the bill at pounds 5billion. Both will insist tight controls are placed on the event's massive building programme.

Charities fear that the Government will stage a raid of pounds 1 billion or more from the National Lottery to help meet spiralling cost of the Games.
