Women make gains at local level.

The White House contest far overshadowed city hall campaigns this year, but municipal elections made some news in 1992, as well--even in Arkansas. Mayor Patrick Hayes of North Little Rock, Ark. did some personal celebrating with his own reelection while Gov. Bill Clinton's supporters were whooping it up down the road.

The gains of women candidates also continued at the local level, where more transitions occurred.

NLC President Glenda Hood's landslide victory in Orlando's mayoral contest made her the first woman to lead her city when she took office Nov. 1, and Vera Katz, a state representative, scored another breakthrough for women in Portland,

land, Ore., with her victory in that city's mayoral election last week.

Another woman, Susan Golding, a county supervisor, was elected mayor of San Diego, succeeding Maureen O'Connor, and Councilmember Ruth Bascom of Eugene, Ore., won her city's mayoral contest.

Farther west, in Hawaii, Mayor Frank Fasi of Honolulu continued his electoral version of the "Energizer" battery commercial, going over the top once again in holding the office he first won in 1969.

Back in California, Councilmember Tom Daly defeated Mayor Fred Hunter in Anaheim, Mayor Gregory Stratton was reelected in Simi Valley, and Mike Ward won the mayoral race in Irvine, where incumbent Sally Ann Sheridan did not seek reelection.

Councilmember Frank Kessler was elected mayor of Garden Grove in an open contest, and Dick Lyon, a local school board president, was elected mayor of Oceanside in another open race. Mayor Daniel Young was reelected in Santa Ana, as was Mayor Dennis Stout in Rancho Cucamonga.

In Oxnard, Councilmember Manuel Lopez won election as mayor. He will succeed Nao Takasugi, a member of the NLC advisory council, who won a seat in the California state assembly in last week's elections.

Councilmember Grace Winchell will begin a one-year term as mayor of Huntington Beach under the rotation plan in that city. In Sacramento, Councilmember Joe Serna Jr. had already wrapped up the mayoral post by capturing a clear majority in June, and will take office later this month.

Councilmember J. Christian Bollwage was elected mayor of Elizabeth, N.J., and Bret Schundler, an investment counselor, won a 19-way contest to fill the mayoral vacancy in Jersey City.

Jim Sills, a professor at the University of Delaware, won the mayoral election in Wilmington, the state's largest city, where Dennis Frawley chose not to seek reelection.

Elsewhere, Marion Barry's return to political office became official when the former mayor of Washington, D.C., won a seat on the city council, along wit newcomer Kevin Chavous and four incumbents who won reelection easily.

Florence Shapiro, a member of the NLC board of directors while serving as mayor of Plano, was elected to the Texas state senate last week.

The outcome of several municipal elections in places including Warwick, R.I., and San Juan, Puerto Rico, were extremely close and not likely to be decided until final counts of all ballots are reviewed next week.
