Why the wait?

Many expats here have to wait a very long time to get their driving licence test dates or motorcycle licence classes. I understand citizens get priority over expats.

I recently applied for my motorcycle driving classes and got the dates for April 2012 - more than four months from now! I got my four-wheeler licence test date in three months. Many of my friends have got it within a month.

I don't understand why I have to wait so long. I was planning to buy and enjoy a bike during this weather. April doesn't do me much good. Either way, I have got an idea - a a solution. Why not auction a portion of the test dates/classes? Or set a quota of "urgent classes" for a higher fee?

I would not mind paying a bit more if I could get closer dates. This would mean more money for the government too. It's a win-win situation.
