What are we talking about? Omnibus.

Omnibus may sound like the newest commuting solution or a safe way for children to get to school. Omnibus reprogramming, however, in the Department of Defense is related to our annual large reprogramming action submitted to the Congress, usually in the spring. This is a tool services use to request congressional permission to reprogram and transfer funds. Here's Merriam-Webster's definition of omnibus:


Function: adjective

Date: 1842

1: of, relating to, or providing for many things at once

2: containing or including many items <an omnibus bill>


Now you know that omnibus reprogramming is just that, and unfortunately, not a new way to avoid traffic or get better miles per gallon.
