 ROSEMONT, Ill., July 28 /PRNewswire/ -- Wisconsin Central


Transportation Corporation (NASDAQ: WCLX) President Ed Burkhardt said, "We are very pleased that the Wisconsin Department of Transportation is supporting our proposal." In its announcement Monday (July 27), WisDOT said that the proposed action "is consistent with the department's new rail policy plan and would create significant public benefits."
 WisDOT formed a special team to study the transaction's potential impact on the state's business climate, employees, and transportation system, and found that the transaction will not substantially lessen competition, create a monopoly, or restrain trade.
 WCTC is seeking Interstate Commerce Commission permission to keep control of its Fox Valley & Western subsidiary, when it becomes a rail carrier after purchasing the operating assets of the Green Bay and Western and the Fox River Valley Railroad. WCTC also owns Wisconsin Central Ltd. and common control of WCL and FV&W must be approved by the ICC.
 In addition to WisDOT's backing, Burkhardt said an increasingly large number of Wisconsin rail users, government officials, and business leaders have recently announced their support including the Green Bay Chamber of Commerce, the Fox Cities Chamber of Commerce & Industry, the Oshkosh Association of Manufacturers and Commerce, the Mayor of Neenah, and the Winnebago County Executive.
 A majority of the region's rail users support WCTC's plan. The most recent include Procter & Gamble, Repap Enterprises (formerly MidTech), and Wisconsin Public Service.
 According to Burkhardt, opposition to the transaction is being led principally by the Chicago and North Western Transportation Company, a competitor seeking to gain new rail rights over WCL and the FV&W.
 Burkhardt said, "While some organizations remain opposed, we believe the Department of Transportation's favorable conclusion shows that the FV&W acquisition is in the public interest and will be approved by the ICC." The commission said it will decide the matter by Dec. 10, 1992.
