WINNERS FILES MOTION FOR STAY -- KEEPS MACHINES OPERATING

 IRVINE, Calif., Nov. 23 /PRNewswire/ -- Winners Entertainment Inc. (NASDAQ: WINS) announced that its subsidiary, Mountaineer Park Inc., will on Nov. 24, 1993, file a Petition for Rehearing and for a Stay of Execution of the West Virginia Supreme Court's recent decision requiring legislative approval of video lottery. The rules of the court provide that this filing automatically stays the court's prior decision until a ruling on the Petition for Rehearing. Consequently, the video lottery games at Mountaineer Park will continue operation until further order from the court.
 In its Petition, Mountaineer seeks a hearing on the legislative delegation issues upon which the court based its decision. Mountaineer has requested a new hearing because the court's decision was based on factual and legal issues not raised, briefed or argued in the original case. Mountaineer claims that it has had no meaningful opportunity to be heard on these issues, a right guaranteed by the West Virginia and United States constitutions.
 Mountaineer also seeks a stay of execution of the court's original order, or any modified order entered as a result of the Petition for Rehearing, until the end of the 1994 West Virginia Legislative Session. A stay of execution would allow an opportunity for the West Virginia Legislature to correct deficiencies in the Lottery Act identified by the court, while at the same time avoiding the loss of up to 1,240 jobs at Mountaineer Park.
