WINDSOR, Ontario, Dec. 6 /PRNewswire/ -- Consumer and Commercial Relations Minister Marilyn Churley and top officials of Windsor Casino Limited today unveiled a model of the US$300 million Casino Complex scheduled to open in Windsor in early 1996.
"This will be a stunning addition to Windsor's waterfront redevelopment," said Churley. "The facility is dramatic and attractive, and so are the economic benefits that will flow from the casino."
Churley said the winning proposal will deliver even more jobs than previously expected. Directly and indirectly, more than 12,000 jobs will be created in the Windsor area. The Casino Complex itself will have about 2,500 employees.
Churley also said the government now forecasts about C$200 million annual revenue from the casino -- up to C$90 million from a tax on the gross revenues and C$110 million in profit. Initially the province expected a total of C$140 million. The province is forecasting 13,000 daily visitors.
The proposed casino complex, designed by Canadian architects Webb, Zerafa, Menkes, Housden Partnership, will offer casino, off-track betting, entertainment and meeting facilities combined with a 300 room hotel. The 75,000 sq. ft. of gaming space will feature 2,400 slot machines and 135 table games.
The heavily landscaped facility has an aquatic theme. Also proposed are a waterfront amphitheater and pond. The 3,000 space mostly underground parking lot will be covered by a landscaped park offering public recreational facilities such as tennis courts, basketball court, jogging track and a putting green.
Input will be sought from the City of Windsor before details of the design are finalized. It is expected the permanent facility will take two years to build. The City of Windsor is currently acquiring the 13 acres of land for the complex.
An interim casino located in the Art Gallery of Windsor building will open in the spring of 1994 and operate until the permanent complex is up and running. The 50,000 sq. ft. of gaming space in this temporary facility will feature 1,600 slot machines and 60 gaming tables.
Windsor Casino Limited is a partnership of: Caesars World, Inc., Circus Circus Enterprises, Inc., and Hilton Hotels Corporation. It will finance, build, and operate the facility, although the province will retain ownership of the casino business itself.
"This is a world-class facility, and will establish Windsor as a top gaming market destination," said Raymond C. Avansino, Jr., President and Chief Operating Officer of Hilton.
 J. Terrence Lanni, President and Chief Operating Officer of Caesars, predicted the complex will "quickly become a `must see' for millions of gaming enthusiasts throughout North America and the world."
Churley also introduced the three top officers of Windsor Casino Limited: Michael Rumbolz, President and Managing Director; John O'Brien, Vice President and Chief Financial Officer; and Rachel Bogatin, Vice President, Casino Operations.
More than 95 per cent of the casino employees will be Canadian. Initially some of the senior management will come from outside Canada, but a program will be in place to train their Canadian successors as soon as possible.
"Eventually we foresee a totally Canadian management team," said Rumbolz. "Until then, I am delighted to call Windsor my new home. Together with the people of Windsor, we are going to build and operate one of the finest casinos in North America, one of which we can all be proud."
