 WILLIAM S. CHAPIN DIES, HEADED POWER AUTHORITY
 NEW YORK, Oct. 5 /PRNewswire/ -- Funeral services for William S.


Chapin, former general manager of the New York Power Authority, will be held Tuesday (Oct. 6) at 9:30 a.m. at the Lang-Tobia-DiPalma Funeral Home in Babylon, L.I.
 Chapin, 88, died Friday at the Brookhaven Memorial Hospital Medical Center in East Patchogue. He lived in Mastic Beach.
 Power Authority Chairman Richard M. Flynn described Chapin as "one of the true titans in the history of the New York Power Authority."
 Flynn said, "Working closely with Chairman Robert Moses, he directed construction of the Power Authority's St. Lawrence-Franklin D. Roosevelt and Niagara hydroelectric projects. These two engineering marvels stand today as monuments to technical skill and perserverance and together save New York State electricity consumers hundreds of millions of dollars each year."
 Chapin was named general manager of the Power Authority in 1954--the top staff position--after Moses became chairman, and served in the post for 17 years.
 Prior to joining the Power Authority staff, Chapin worked at other agencies headed by Moses, including the Triborough Bridge and Tunnel Authority and the Office of New York City Construction Coordinator.
 Chapin held the rank of colonel during World War II, serving with the Corps of Engineers in the China-Burma-India theater.
 He was a native of Chicopee, Mass., and a graduate of Northeastern University. He was awarded an honorary degree from Niagara University and another from Northeastern.
 He is survived by his wife, Dorothy Powell Chapin; two sons, Richard of Blue Point, L.I., and Robert of North Babylon, L.I.; a daughter, Caroline Lash of West Islip, L.I.; 12 grandchildren and 12 great- grandchildren.
 The family has requested that in lieu of flowers, donations be made to the American Cancer Society.
