    WHISKEY ISLAND PARTNERS RECEIVE EPA WATER QUALITY CERTIFICATION
    CLEVELAND, Nov. 1 /PRNewswire/ -- Ohio EPA Director Donald R. Schregardus has granted Whiskey Island Partners a water quality certification, which is an important step toward constructing an 899-boat marina in Cleveland Harbor, near the mouth of the Cuyahoga River.
    The marina project will include dredging; construction of a breakwater; and installation of a fuel dock, a pump station for sewage from boats, and bulkheads.  Changes were made to the initial project proposal to address issues identified by Ohio EPA, other state and federal agencies, and the public.
    "Cooperation among government agencies, citizens and industry results in better environmental protection while enabling important economic growth," Schregardus explained.
    The changes to the project include:
    -- development of areas to encourage fish spawning and aquatic vegetation growth;
    --  implementation of a spill prevention and control plan; and
    --  installation of pipes in the breakwater to enchance water circulation in the marina basin.
    In addition, Whiskey Island Partners has agreed not to dredge an area in the northwest portion of the project and will not disturb a 200-foot section of beach in the southeast portion of the marina to protect important aquatic vegetation.
    Under the federal Clean Water Act, anyone who wishes to put dredged or fill material into an Ohio waterway must have a water quality certification from Ohio EPA.  Before Whiskey Island Partners begins construction, it also must obtain a permit from the Army Corps of Engineers and a submerged lands lease from the Ohio Department of Natural Resources.
    The developers said they were extremely pleased by the OEPA action because it is a recognition of their commitment to build a project that is environmentally sound.
