 -- Where to look: Individuals seeking safety and security on the road can find cellular phones in department stores, consumer electronics outlets and, as optional equipment, at auto dealers. Businesses often opt for the increased service that accompanies purchases through cellular carriers or their agents.
 -- Which to buy: The installed car phone, if use will be in one vehicle. The transportable, if it will be moved between cars, a boat, or elsewhere. The portable, hand-held model for purse or coat pocket provides the greatest flexibility.
 -- Consider future needs such as models equipped to add a mobile fax machine or lap-top PC or one compatible with coming digital transmission.
 -- Inquire about carrier equipment trade-in programs, service, warranties and loaners, as well as such safety features as hands-free speakerphones and voice-activated dialing.
 -- In selecting a carrier, inquire about monthly service fees, per- minute usage charges, contractual commitments, special features, and geographic coverage of the area you'll use it in.
 -- Businesses, in particular, should consider special features such as monthly bill management reports or regional/national activation services.
