 WASHINGTON, May 12 /PRNewswire/ -- Collier, Shannon & Scott, the


Washington law firm that James Rill left in 1989 to become head of the Justice Department's Antitrust Division, welcomed today's announcement that he would return to the firm on June 15, 1992.
 Speaking on behalf of the firm, managing partner William W. Scott said: "We are all delighted that Jim is coming home. Jim was a partner in our firm from 1963 until he was appointed by President Bush to head the Antitrust Division in 1989. Jim was the driving force behind our antitrust practice. We are looking forward to once again benefiting from his leadership and considerable knowledge of antitrust law. We believe he is the best antitrust lawyer in the country and feel fortunate that he is returning here to practice. Our firm name will be changed when Jim returns to Collier, Shannon, Rill & Scott.
 Rill's appointment to justice was hailed by legal experts as "top drawer" and he was praised for immediately invigorating the Antitrust Division. His tenure was marked by toughened federal antitrust enforcement policies in all areas, the development and publication of new horizontal merger guidelines, and significant new initiatives overseas, both with respect to assisting newly emerging economies to implement competition-based market structures and encouraging open and free markets everywhere.
 Rill's return to Collier, Shannon & Scott is expected to have a significant impact on the firm's already substantial antitrust and consumer protection practice areas, much of which is devoted to mergers and aquistions, defending criminal prosecutions, and to issues arising out of the distribution process, including price discrimination and restrictions on resale. The firm represents numerous Fortune 100 companies in major industries and industry segments, including steel, food production and retailing, petroleum, tobacco, chemicals, consumer electronics, computer hardware and software, and the professions.
