Is it possible to understand the bizarre behaviour of Tony Blair regarding the British rebate in Europe?

In June he said the rebate was not negotiable; in September he said it was negotiable but only if the French reviewed the bloated CAP (Common Agricultural Policy), and in December he gave it away with nothing in return.

The French were overjoyed. Gordon Brown was furious, as were the British people. Mr Blair reminds me of a teacher scribbling furiously at a blackboard, while everyone behind is laughing at him.
