The overall objective of the project is to improve the health status of the population of Bac Kan and Cao Bang provinces. More specifically, the objective is to increase access and appropriate utilisation by the poor for primary health care services of better quality. The results are expected to impact on the institutional side, the demand side as well as the supply side:

1. Performance based plans and guidelines to improve access of the poor to health care services are prepared, implemented and monitored in the two provinces. Activities to improve the collection and the use of financial data will be developed. Coordination mechanisms will be strengthened and institutional framework for new alternative financing mechanisms will be elaborated.

2. The health financing for the poor is better managed, more efficient and with better coverage in three pilot health districts in each province. Management training will be performed at health centre, district and provincial level. Information, education and communication (IEC) campaigns will be implemented for the overall population and experiments on the printing of better cards and on extension of the package funded by Vietnam Social Security, will be tested.

3. Technical and managerial capacity of selected commune health centres (CHC) is reinforced to provide better health services to the poor. The upgrading of all CHCs of selected districts will be ensured. Training of staff will focuse on the improvement of quality of services and performance-based mechanisms will be tested.

This pilot project will be implemented in two neighbouring provinces, Cao Bang and Bac Kan. The project%s objectives, activities and results are closely linked to those of the Health Sector Capacity Support Project (HSCSP) of the Health Sector Policy Support Programme (EU initiative). The coordination and sharing of experience with the local and central authorities on the one hand and with other actors such as the EU and the health partnership group on the other, will be one of the major challenges of the project.

The planned total budget for this project is 5 399 000 EUR of which 4 999 100 EUR are contributed by Luxembourg and 400 000 EUR are a local contribution.
