Vietnam : The Ministry of Finance continues to innovate the way of settling administrative procedures.
Specifically , from January 1, 2019 to the end of June 14, 2019, the Ministry of Finance issued 06 Decisions to annul 21 administrative procedures, amended and supplemented 16 administrative procedures and issued 9 new administrative procedures in the Fields: tax, customs, securities, banking and insurance. On the basis of the Decision to announce the administrative procedure, the Ministry of Finance has made public and fully updated the national database on administrative procedures in accordance with regulations.
Implementing Decree No. 61/2018 / ND-CP of the Government on the implementation of the one-stop-shop mechanism, one-stop-shop in resolving administrative complaints and Decision No. 895 / QD-TTg dated 08/8/2018 of the Prime Minister The Government issued a plan to implement Decree No. 61/2018 / ND-CP, the Ministry of Finance urgently developed and issued the action plan of the Ministry. Accordingly, the Minister of Finance has approved the list of 102 management areas of the Ministry of Finance to receive and return results at the OSS. Currently, the model of receiving and returning results of settling administrative procedures according to the OSS mechanism is implemented at the headquarters of the Ministry. At the same time, the Ministry of Finance is studying to develop a pilot implementation of unified electronic one-door software at the Ministry of Finance to meet the requirements and techniques for servicing civil servants in implementing administrative procedures.
The reduction and simplification of administrative procedures as well as the implementation of the one-stop-shop mechanism in receiving and returning the results of the above-mentioned settlement of the Ministry of Finance have brought about positive and remarkable effects.n. There are 99.98% of enterprises registering tax declaration online; 99% of enterprises registered to use electronic tax payment service; 94.73% of the records are done by electronic tax refund method.
