Venice Commission positively values new draft of Kyrgyz Constitution.

Interim Government Vice Chair Omurbek Tekebaev attended the 83rd session of the plenary session of the European Commission for Democracy through Law (the Venice Commission), which was held on June 4 in Italy.Omurbek Tekebaev made a report on parliamentarism, political competition and division of responsibility between power branches as mechanisms of stabilization of the constitutional system of Kyrgyzstan. In his report Tekebaev outlined the key points of the constitutional reform launched in Kyrgyzstan and the draft of the Constitution, which will be put up to the referendum on June 27.During the past 5 years the Kyrgyz people exercised its sacred right of sovereignty bearer and the only source of the state power. The authoritarian regime of the former president was overthrown on April 6-7, 2010, Omurbek Tekebaev said."The country has a unique possibility to ruin the foundations of the authoritarian regime and establishment of a new democratic system of the governance. The lessons of March 2005 and April 2010 show that the constitutional order based on unlimited domination of the president is unstable and weak. In the context of the crisis of the system of strong presidential power the Interim Government put cardinally new draft of the Constitution with parliamentary form of governance to the referendum," Omurbek Tekebaev said. The report presented by Tekebaev aroused hot discussions at the event, the press service of the Interim Government said. The subject of the constitutional reform and the wording of the Constitution was one of the mostly discussed issues at the 83rd plenary session.At the close of his report Omurbek Tekebaev said: "In case voters support the draft of the new Constitution put up by the Interim Government to the referendum, Kyrgyzstan will become the first Central Asian state then, where the parliamentary system of governance will be approved through will expression."Constitutional Council Secretary Daniar Narymbaev and human rights defender Dmitry Kabak made reports at the given plenary session too.The Interim Government said the draft of the Constitution presented at the session of the Venice Commission was valued positively. European human rights defenders said the draft of the Constitution is democratic with priority given to human and civil rights.The delegation of Kyrgyzstan attended the celebrations of the 20th anniversary of the Venice Commission on June 5.
