VULCAN AND COMINCO SODA ASH PROJECT PERMITTING ON SCHEDULE

 BIRMINGHAM, Ala., Aug. 3 /PRNewswire/ -- Vulcan Chemicals and Cominco American Incorporated announced today that work is proceeding on schedule for its joint development of a 600,000 ton per year soda ash facility at Owens Lake, Calif.
 The joint venture, Owens Lake Soda Ash Company (OLSAC), is currently in the process of obtaining the numerous pre-construction and operating permits required by Inyo County, Calif., the state of California and the federal government. Significant progress in the procurement of permits will be a precursor of an investment decision.
 As part of the regulatory process, OLSAC is conducting a comprehensive analysis and documentation of the project's overall environmental impact. On June 15, the U.S. Bureau of Land Management published in the Federal Register a Notice of Intent regarding the joint venture's plans to submit an Environmental Impact Statement (EIS) for the project. In addition, OLSAC is preparing an Environmental Impact Review (EIR). The combined EIR/EIS will satisfy state and federal pre- permitting requirements. The draft EIR/EIS is planned for publication in late 1993. Following the customary review, comment, and revision process, OLSAC believes it may receive EIR/EIS certification by mid- 1994. At that time, the Vulcan and Cominco boards of directors will be asked to authorize full implementation of the project.
 Based on achievements to date and regulatory process timetables, the joint venture expects that construction of the facility could be completed and operational during the first half of 1996.
