 VOLKMER BILL IS UNREALISTIC, SAYS OREGON LABOR LEADER
 KOPETSKI AMENDMENT A 'SHELL GAME'
 PORTLAND, Ore., May 6 /PRNewswire/ -- The following statement was issued today by Oregon AFL-CIO President Irv Fletcher regarding Congressman Harold Volkmer's (D-Mo.) federal forest management bill, H.R. 4988, and an amendment to the bill introduced by Rep. Mike Kopetski (D-Ore.):
 "Chairman Volkmer's legislation is an unrealistic attempt to solve the timber supply crisis currently gripping Oregon, Washington and northern California.
 "This bill would lock-up millions of acres from harvest, continuing the unemployment, economic devastation and social displacement running rampant throughout the region. Yet it provides no real economic assistance for forest products-related workers, their families and communities. H.R. 4988 would also restore and lengthen the cumbersome administrative appeals process which the U.S. Forest Service recently proposed to eliminate. There is no good purpose served by these provisions of the bill except to assure the further delay of what few federal timber sales can be offered.
 "Congressman Kopetski's amendment to H.R. 4988 would establish a special timber sale provision to increase short-term timber harvests. Being from Oregon, Kopetski should realize that this proposal will not work. His amendment is a shell game that will only bring false hope to our members.
 "We hope that Oregon's congressional delegation will present a solution to the supply crisis that will protect our workers as well as threatened species and our old-growth forests. We continue to make ourselves available to work with Congress and all interested parties in developing a truly comprehensive and balanced solution to the supply crisis."
