VOICE OF THE PEOPLE: Hand-out of step.

CHILD Benefit is a universal hand-out. But it was never intended to be handed out to the universe.

Yet that is exactly what is happening since Poland and other east European states joined the EU. Today The People reveals how Polish mum Aneta Kryszczak banks nearly pounds 1,000 a year for her son even though she still lives in her home country.

She is neither a benefit cheat nor a fiddler. Aneta is entitled to the money because her husband lives and works in Britain along with 14,000 other east Europeans.

Too much of our welfare system was designed in the 20th Century when the effect of EU enlargement in the 21st could not have been foreseen.

Which is why it is in urgent need of reform, especially if the Government is going to meet targets to eliminate child poverty in the UK.

Work and Pensions Secretary Peter Hain must tell us how he is going to do it at his party conference this week.
