A voluntary system is about good neighbourliness - we as individuals and families agreeing to help those who, in turn, would hopefully help us or our children.
Yet too large a proportion of the population is still failing to register, depriving the gift of life to kidney patients and others who could be saved from an early grave.
Health Secretary Alan Johnson is right to ask experts to explore the case for adopting a compulsory register as used elsewhere in Europe, requiring donors to opt out instead of in.
The voluntary system is preferable but if people continue to die unnecessarily, the government would be failing in its duty if it didn't examine every option
