IVF treatment gives childless couples the chance to have a family. But at a price.
Those who can afford to pay for it are fine. But couples who rely on the NHS need to be lucky in the postcode lottery - if they live in the right area, they will get treatment, if the don't, they won't.
Now Health Secretary John Reid has decided that all who need it should get one IVF treatment.
Most couples will need more than that. But it is still a compassionate and generous gesture considering the health service's limited resources.
It isn't often the state can claim to do something that creates happiness. This is one of them.
