 AVON, Conn., Sept. 13 /PRNewswire/ -- Value Health, Inc. (NYSE: VH) announced today that William J. McBride has been named president and chief operating officer of the company, effective immediately. McBride has been Value Health's executive vice president and chief financial officer since 1987. Robert E. Patricelli remains chairman and chief executive officer.
 At the same time, the company announced that Steven J. Shulman, senior vice president, has been promoted to executive vice president with added responsibilities in the areas of strategic planning and new business development.
 Value Health also announced several other promotions and new hires. David M. Wurzer, former Value Health director of operations planning and control, has been promoted to vice president, finance and investor relations. John F. Randazzo, former executive vice president of Community Psychiatric Centers and chief financial officer of Managed Health Network, is joining the company as vice president, corporate development. Lindsay Belew, formerly a principal in the Investment Banking Division of Alex. Brown & Sons Incorporated, has been hired as director, operations planning and control. Judith T. Hyfield-Starr, formerly director of business public relations at The Travelers, has been named director, corporate communications, and Anne Carpenter, formerly divisional vice president at The Travelers, has been named manager, marketing communications.
 In announcing the changes, Patricelli said "Bill McBride has been a close colleague since the founding of Value Health, and his appointment today reflects both his operational talents and our company's need for focussed management of our explosive growth. At the same time," Patricelli added, "building a strategic planning and new business development function under Steve Shulman will help to ensure that our operating challenges do not preempt planning for the future in a fast changing health care environment."
 McBride will continue to serve as chief financial officer on an interim basis until his successor in that capacity is chosen, Patricelli said, adding that "the appointments of Wurzer, Randazzo and Belew give us a significantly strengthened financial and operations management capability as a basis for further growth."
