LIVERPOOL University has applied to build a campus in China.
It would be the first foreign institution in the world to open a university in the communist country.
The Chinese government is considering the proposal, which would see thousands of Chinese students studying for English-style degrees without leaving their home country.
Liverpool has been a popular destination for Chinese students for many years due to its large Chinese community.
The university will still be able to bring in fees from students who want to achieve an English degree without the cost of living in the UK.
It is thought the new international university will be set up in Xian, a city best known for the famous terracotta warriors.
A spokesman said: "The university is in discussions with the Chinese government over plans to establish a university near Shanghai. This has the potential to be a significant and exciting project, but it is dependent on the university being awarded a licence to operate.
"This would be a brand new university and we would be the first UK institution to establish a university in China.
"The project is a collaboration between Liverpool, Xian Jiaotong University, which is one of China's foremost higher education institutions, and Laureate, a US-based global provider of private higher education."
The application is the latest in a series of links the university has made with Chinese counterparts in recent months.
An agreement was recently signed with Beijing University for its students to study for masters degrees at Liverpool's departments of chemistry and materials science.
College founded in Shanghai in 1896
XIAN JIAOTONG University is one of the oldest universities in China.
Its predecessor, Nanyang College, was founded in Shanghai in 1896 and it was given the name Jiaotong University in 1921.
The main body of the university was moved to Xian in 1956 and was formally named the Xian Jiaotong University in 1959.
In 1999, it became one of nine universities earmarked by the Chinese government to achieve the highest academic level and international reputation.
Xian Jiaotong University specialises in natural science, engineering, medicine, economics, management, liberal arts and law, with engineering science as its main focus.
It has around 26,000 full-time students in this university, including more than 420 foreign students from countries such as the USA, Japan, Pakistan, Korea and Belgium.
