United States : Health Insurance Coverage for Applicants with Preexisting Medical Conditions; Federal State Aid for Uninsured Americans Needing Insurance Benefit.

President Obama has signed legislation that states that insurance companies must provide coverage for all persons, even those with preexisting health conditions. Currently, insurance companies often have applicants fill out countless forms and review past medical information when deciding if they will cover and provide the applicant with medical insurance. This information is also used to determine how much the coverage will cost the applicant.

Insurance premiums can skyrocket if the applicant is high risk and the applicant can be denied due to a preexisting health condition. The legislation that President Obama signed is major health reform but will not take effect until 2014. This is problematic for thousands of Americans that currently have a preexisting health condition and in need of insurance. High risk applicants with preexisting conditions have not had a place to turn, but that is starting to change nationally. Currently, there are 29 states that are managing high risk insurance pools for applicants with preexisting conditions using state funds. The other states have elected to defer to the federal government for health insurance funding for the high risk applicants. The 29 that are managing high risk pools will receive millions in federal money to support the high risk applicants as a bridge until 2014 when the new legislation kicks in and takes full effect. To qualify for the state funds, the applicant must be uninsured for at least six months and must show that they have a preexisting medical condition. Those eligible for Medicare or Medicaid aren t eligible for the state funds.
