USWA: NLRB AFFIRMS DECISION ORDERING CITISTEEL TO BARGAIN WITH USWA

 CLAYMONT, Del., Oct. 4 /PRNewswire/ -- The National Labor Relations Board (NLRB) has ordered the Chinese-owned CitiSteel USA Inc. to recognize the United Steelworkers of America (USWA) as the exclusive bargaining agent for CitiSteel employees and, upon request of the union, to begin negotiations on a collective bargaining agreement, the union said today.
 The order came in a ruling dated Sept. 30, that affirms a decision issued by an NLRB administrative law judge following a nine-day hearing in November 1991. It covers approximately 300 production, maintenance, office and technical employees employed at the CitiSteel facility here.
 John Reck, director of USWA District 7, said the union would ask the company to begin negotiations immediately.
 "We've been waiting since 1988 for this company to begin obeying the law, and that's a long enough wait," Reck said. "It's time to get to the bargaining table and negotiate a contract."
 Reck praised USWA staff representative Norman Hayman and USWA assistant general counsel Richard Brean for their efforts in guiding the case through the legal channels.
 "Their perseverance is what brought us to this point," Reck said. "We couldn't have done it without them."
 CitiSteel, which is owned by a corporation created and owned by the Chinese government, purchased the plant in June 1988 from the bankrupt Phoenix Steel Corp. Phoenix had ceased operations in March 1987, putting 600 Steelworkers out of work.
 Despite repeated requests from the union, CitiSteel refused to negotiate and refused to rehire former workers who were members of the USWA, the union said. As a result, the USWA filed charges with the NLRB in February 1989 and the Board, finding merit in the USWA charges, issued a complaint against the company. In Jana?ry 1991 CitiSteel, in a partial settlement of the complaint, agreed to pay more than $730,000 to 117 former Phoenix workers and to offer new jobs to 23, the union said.
