 USS/KOBE NO. 3 FURNACE FORGES AHEAD
 LORAIN, Ohio, Jan. 16 /PRNewswire/ -- USS/Kobe Steel Company


announced today that a preliminary agreement has been reached with U.S. EPA, regarding the construction and operation of the company's No. 3 blast furnace.
 Robert K. Fravel, president, who headed the company's negotiating team, stated, "A mutual understanding has been reached regarding the need for industry to modernize while maintaining a clean environment."
 Fravel specifically thanked Gov. George Voinovich for his involvement in bringing this situation to a resolution. Fravel also commended all parties in reaching this agremeent, including U.S. EPA - Washington, U.S. EPA - Region V, Chicago, the Ohio EPA and all other union, local, state and federal officials.
 The stop work order will be delayed for 45 days while a consent decree is written. After the consent decree is written and signed, the stop work order will be lifted.
 Fravel concluded, "This agreement will allow us to finish construction of the No. 3 furnace and pave the way for our future modernization projects."
