URUGUAY-CUBA TIES BROKEN.
Cuba blamed Uruguayan President Jorge Batlle for the breaking of diplomatic relations between the two countries, but gave an assurance that Cuba would fulfill its promise to send 1.2 million doses of meningitis vaccine to Uruguay, reports Xinhua News Agency (May 3, 2002). Uruguay broke diplomatic relations with Cuba in late April to protest affronts by Cuban President Fidel Castro, who described Batlle as a "Judas" after Uruguay voted against Cuba at the United Nations Human Rights Commission in Geneva.
