Pollution in the River Plate.

Description:

The initial FREPLATA program built capacities across sectors and increased binational cooperation to unprecedented levels, which was reflected in a widely supported Strategic Action Program (SAP). There is now an opportunity to capitalize on these achievements, since the bilateral and cross-sectoral dimensions for the reduction of land-based pollution require coordinated national and bilateral sustainable efforts over time.

The proposed Project will allocate the GEF resources strategically and incrementally in four main areas that contribute to creating a favorable context for the implementation of the SAP or that are highly catalytic: i) binational and inter-jurisdictional modalities will be developed for cooperation and harmonization of standards and capacities for mitigation, prevention and control of pollution; ii) Innovative platforms will be established to increase collaboration between the public and private sectors and therefore compliance with existing regulations, through Cleaner Production (CP) and Public-Private Partnerships (PPP) approaches that are receptive to specific requirements - such as those of municipalities and SMEs - and that have great potential for replication for scaling up to all industrial sectors; iii) a Binational Monitoring Program and an Integrated Binational Information System will provide critical management tools to support decision-making processes, planning and technical interventions and iv) a series of highly replicable pilot projects will be implemented and will serve as PPP demonstration experiences / P + L for the reduction of pollution of industrial origin and new approaches for the mitigation of pollution through wetland systems. The three pilot projects have been selected in order to generate a spectrum of demonstration experiences that allow to reduce / prevent pollution of specific and diffuse terrestrial origin.

Because it is an international water project shared by Argentina and Uruguay, it will be executed by the UNDP offices in their respective countries. Therefore, the global budget assigned by the GEF has been divided between both offices based on the activities that will be carried out in each country.
