UNOCAL RESPONDS TO EPA STOP ORDER; COMPANY SEEKS ADMINISTRATIVE STAY

 LOS ANGELES, Oct. 28 /PRNewswire/ -- Unocal Corp. (NYSE: UCL) today issued the following statement in response to an order by the U.S. Environmental Protection Agency (EPA) for the company to cease pre- construction activities on a reformulated gasoline project at Unocal's Los Angeles Refinery.
 "Unocal is not violating the law. The company believes that the EPA's course of action is totally inappropriate.
 "Why the agency persists in pursuing this matter defies all logic. The agency is more than 18 months behind in finalizing the regulations for its reformulated gasoline. Instead of issuing stop work orders against companies, the EPA should be applying its full effort to helping insure that refiners can comply with the agency's mandate by the deadline.
 "The EPA's contention that our pre-construction work exposes our neighbors to unhealthy air is preposterous. We have made no modifications to the refinery that will impact air quality.
 "The Environmental Impact Report (EIR) has undergone full review by the public and various agencies, with adequate time allowed for response and input. Unocal's pre-construction work in no way affects the integrity of this process.
 "Unocal will ask the EPA for an administrative stay of the cease and desist order. If the company is unsuccessful in achieving a stay, it will seek legal remedies in the courts to overturn the order. In the meantime, the company will continue with the pre-construction work at the Los Angeles Refinery.
 "Unocal is in full compliance with the South Coast Air Quality Management District's Rule 201. Inspectors from the district have visited the refinery on several occasions and found nothing that violated the district's rules and regulations."
 Unocal's 125,000-barrel-per-day Los Angeles Refinery is located in two sections -- one in Carson and the other in Wilmington.
 The company expects to receive a permit to construct from SCAQMD with the next few days. The contested pre-construction work includes site grading and pouring some foundations for equipment, which will be installed after the permit to construct is issued.
