UNITED AIRLINES FILES COMPLAINT AGAINST GOVERNMENT OF AUSTRALIA REGARDING REJECTION OF CARRIER'S SCHEDULES

 CHICAGO, Aug. 13 /PRNewswire/ -- In a complaint filed today with the U.S. Department of Transportation (DOT), United Airlines charged that the government of Australia unlawfully restricted United's proposed New York-Tokyo-Sydney service. The carrier asked the DOT to assure that U.S. carrier rights between the two countries are honored by Australia.
 "By limiting United's proposed Tokyo-Sydney service to two weekly frequencies and placing severe traffic limitations on these flights, the Australian government is restricting United to levels of service that cannot be operated economically," said Cyril D. Murphy, United's vice president-international and government affairs.
 United has been attempting for nearly five years to begin service between New York and Sydney via Tokyo over the North Pacific route, expressly available to U.S. carriers under the U.S./Australia air services agreement.
 "After six filings by United and six rejections by Australia, we had no recourse but to bring this formal complaint," said Murphy.
 United pointed out that at the same time Australia was unlawfully denying United's right to operate on the route, it was acting in concert with the government of Japan to increase the operations of Japanese and Australian carriers between those two countries. Last year, Japan and Australia aviation officials agreed to increase capacity at least 40 percent, reflecting their recognition that the Japan-Australia market had enjoyed a healthy growth rate.
 Negotiations between the United States and Australia begin Aug. 24. If the negotiations are successful, United will file its schedules with the government of Australia at least 60 days prior to its proposed start-up.
