UNITED AIRLINES' CHAIRMAN ENDORSES MAJOR CONCLUSIONS OF NATIONAL COMMISSION ON AIRLINE COMPETITIVENESS

 CHICAGO, Aug. 19 /PRNewswire/ -- United Airlines Chairman and Chief Executive Officer Stephen M. Wolf today commended the National Commission to Ensure a Strong Competitive Airline Industry, saying, "I congratulate the commission for their thorough and clear analysis of the major issues facing the airline industry. Now is the time for our government to implement these important recommendations."
 Wolf said the report recognizes that the competitive effectiveness of U.S. carriers in international markets will determine the future of the industry and the jobs it supports.
 To that end, Wolf said, United strongly supports the negotiation of multilateral agreements (as opposed to conventional bilateral negotiations) between the United States and foreign governments that will maximize the industry's opportunities internationally. "They will afford `win-win' opportunities for U.S. carriers, the communities they serve, and the traveling and shipping public," he said.
 On domestic issues, Wolf said the commission has accurately documented the pressures that have made the last three years the most difficult in the industry's history.
 Specifically, allowing carriers to operate in bankruptcy for extended periods of time, Wolf said, causes the market to accommodate the competitive distortion their operations represent. The commission's recommendation to limit a carrier's period of exclusivity to one year is the minimum reform necessary.
 Wolf also noted that the policy of giving away valuable international authority in the hopes of strengthening a weaker carrier not only burdens the operator, but, more importantly, squanders a critical international aviation asset.
