UN Special Rapporteur on Tortures Juan Mendez urges international community to assist Kyrgyzstan in fight against tortures.

UN Special Rapporteur on Tortures Juan Mendez urged the international community to provide assistance to Kyrgyzstan in fight against tortures in his address to the the 19th regular session of the UN Human Rights Council on March 5, where he also announced the results of his visit to Kyrgyzstan in December 2011. Juan Mendez thanked the Kyrgyz government for access to private institutions and the high level of cooperation, the Foreign Ministry of Kyrgyzstan said on March 6. Mr. Mendez also welcomed the political will and concrete steps taken by Kyrgyz government to limit torture, but stressed the need for further improvement of laws and practices. In particular, he supported transferring of torture into category of serious offenses, increasing of penalties for torture and the inadmissibility of using tortures by courts. The Special Rapporteur also recommended the government to continue legislative reforms on absolute prohibition of tortures, to create reliable guarantees against torture, to conduct immediate, impartial and thorough investigations into allegations of torture and to ensure effective use of procedures by law enforcement agencies, especially in the early hours of arrest. The UN Special Rapporteur noted the importance of establishing the National Preventive Mechanism under the Optional Protocol against Torture. Permanent Representative of Kyrgyzstan to the UN in Geneva Gulnara Iskakova on behalf of the Kyrgyz government assured the readiness for further cooperation. She also voiced the measures adopted by the country to combat torture, including legal framework and prosecutor's supervision, as well as law enforcement and court system reforms.
