UL INTRODUCES CLIENT AGENT PROGRAM TO ADDRESS SERVICE NEEDS OF CLIENTS

 NORTHBROOK, Ill., Oct. 15 /PRNewswire/ -- Underwriters Laboratories Inc. (UL) President Tom Castino today introduced the UL Client Agent Program (CAP), a voluntary assessment and certification program designed to give UL and its clients who use agencies a means of evaluating the professionalism, capabilities and quality of agencies that perform pre-certification administrative and/or engineering work as representatives of UL clients.
 "Most UL clients work with us directly, but to assist those who work with us through an agent, we've established the UL Client Agent Program. It will give our clients a credible basis for selecting an agency that at best meets their needs," said Castino.
 Under UL's program, agencies can be certificated by UL to handle administrative activities in the product evaluation process, and if they are qualified, to handle engineering work.
 "For all certificated agencies, UL will determine that specific critical elements are in place, such as an agency's understanding of the U.S. safety system, as well as UL's system, requirements and product submittal procedures; and possession of appropriate directories, standards and bulletins," said Castino.
 UL will continue to work with all agencies designated by UL's clients, whether the agencies are UL certificated or not. Since the Client Agent Program is voluntary, there will not be any penalty for not participating.
 "Agencies participating in UL's program will be differentiated by new credentials," said Castino. "UL certificated agencies will be authorized to use UL's Certificated Agency symbol in advertising and promotional activities."
 Only agencies that are UL certificated for specific engineering functions will be permitted to submit test data for UL's evaluation and acceptance.
 However, UL will not be granting overall blanket authorization for certificated agencies to submit test data on behalf of manufacturers. Authorization will be given for specific categories, and all data developed by agencies and manufacturers will be subject to review and audit testing by UL.
 Other features of the Client Agent Program include subscriptions to various UL publications to update certificated agencies on new UL programs and certification issues; inclusion in UL's published list of UL certificated agencies; discounts on UL standards and seminars; eligibility apply for special credit status, so that jobs can be started without application forms and an initial deposit; participation in various industry advisory councils/groups activities, including meeting attendance at UL's invitation; agency input in standards development; and the UL Certificated Agency Forum which provides a voice specifically for certificated agencies.
 To help manufacturers identify UL Certificated Agencies, UL will publish a list, along with the administrative and/or engineering functions and product categories for which they have been certificated. A copy of this list will be available upon request from UL's External Affairs Division.
