    U.S. REP. ROSTENKOWSKI RESPONDS TO PRESIDENT BUSH'S RADIO MESSAGE
    WASHINGTON, Feb. 22 /PRNewswire/ -- U.S. Rep. Dan Rostenkowski released the following in response to today's radio message from President Bush:
    "Earlier today, the president called for quick action on his tax plan, and criticized the alternative developed by Democrats in the House of Representatives.  Let me set the record straight.
    First, Democrats in Congress have every intention of meeting the president's challenge and putting an economic recovery plan on his desk by March 20th as he has planned.
    What the president didn't tell the American people earlier today is that Democrats in the House have already sent the president's plan to the House for a vote.  That vote will occur on Wednesday of next week.
    The president also didn't tell you that his original plan has already been abandoned by Republican members of his own party in the House of Representatives.  He didn't tell you that his plan leaves out entirely any tax cut for hard-working middle class Americans -- the economic bedrock of our country.  He proposed a middle class tax cut in the State of the Union, but two short weeks later he abandoned the middle class in the tax bill he sent to Congress.
    The president expressed concern for the deficit -- and Democrats agree, but let's take a look at the two plans that will be voted on next week.  The president's plan will increase the deficit by $30 billion over the next five years.  By contrast, the Democratic plan will reduce the deficit by $14 billion.  It's the president's plan which passes off billions of dollars of debt to our children and grandchildren.
    One thing the president said today I can agree with.  His plan does not raise taxes -- ours does.  But let's be clear as to who would pay the taxes under the Democratic alternative.  Our plan raises taxes only on those who make more than $100,000 if you're single and $200,000 if you're married.  We also impose an additional 10 percent tax on millionaires and we also say that a business cannot pay an executive more than $1 million and deduct it from their taxes.  Why should you subsidize the enormous salaries paid to business executives while you're struggling to pay your bills and many of you are out of work?  I know how the people in the neighborhoods of Chicago feel about that.
    The House of Representatives will have a real choice next week when it votes on the president's plan and the Democrat alternative.  It will be a choice between protecting the wealthy as the president and other Republicans want to do -- and standing up for the middle class.  This is about us and them.  Nothing less is at stake.  Don't let campaign rhetoric by the president fool you.  With your support we can win the fight for middle income Americans next week.
