 U.S. REP. FOGLIETTA RELEASES MATERIAL ON HOUSE BANK
 WASHINGTON, March 27 /PRNewswire/ -- U.S. Rep. Tom Foglietta (D-Pa.)


today released copies of a letter he sent to the House Committee on Standards of Official Conduct protesting his placement on a list of 331 members and former members of the House of Representatives who allegedly bounced checks with the now defunct House Bank and asking for a personal and public hearing before the committee.
 In the letter, Foglietta said that the two transactions which improperly place him on the list were related to cash advances he made on his Wright Patman Congressional Credit Union VISA Card at the "Bank." Foglietta explained that he signed a "counter check" for the money, not a check, and that the bank was entirely at fault because it did not complete this transaction with the credit union on a timely basis and "the 'Bank' compounded this negligence by failing to 'post' the refund of the $1,000 on September 17 when it was received, waiting until September 19."
 Excerpts of the letter, which Foglietta made public in its entirety along with its eight exhibits, follow:
 I write to protest the Committee on Standards of Official Conduct's ("Committee") proposed placement of my name on a list of check "bouncers" and I request the opportunity to personally, and publicly, present my case. I do not belong on this list because I did not conduct my financial affairs at the House "Bank"; I did not have a House "Bank" checking account; I was never issued checks by the House "Bank"; I never wrote any checks on the House "Bank"; and, finally, the two instances of purported overdrafts did not involve checks but instead involved cases where I received advances on a Wright Patman Credit Union VISA credit card in which the "Bank," because of its shoddy banking practices, did not process these transactions through the Credit Union and VISA in a timely manner.

 I was stunned to learn that my name will appear on a list of 331 Members and former Members of Congress who allegedly bounced checks at the House "Bank"; they say I bounced two checks. How can you bounce checks when you don't have a checking account, nor have any checks to write?
 ------
 Placement on this list would do great damage to my credibility and my good name. The facts as I have presented them reveal nothing more than the compounded negligence and carelessness of the House "Bank" and the people who operated it. Based on the foregoing, I ask that the Committee provide me an opportunity to be heard on this matter, in person and in public. Further, I formally ask that my name not be included on the list. House Resolutions 393 and 396 require the "public disclosure" of Members and their "number of insufficient fund checks written." In this case, checks were not written, there were no insufficient funds and there is not even a hint of misconduct.
 Foglietta said he would provide anyone interested with any information he presently has available about the check-writing issue and is available for comment.
