U.S. PENCIL INDUSTRY FILES ANTI-DUMPING PETITION

 MARLTON, N.J., Nov. 23 /PRNewswire/ -- The U.S. pencil industry has petitioned the U.S. Department of Commerce and the U.S. International Trade Commission to impose anti-dumping duties against cased pencils from the People's Republic of China (PRC) and Thailand, it was announced today by William L. MacMillan, executive vice president, Pencil Makers Association (PMA).
 The pencil industry charged that low-priced pencils from these countries are being sold into the United States at less than fair value prices, and have caused material injury to the economic health of the U.S. industry.
 During the past decade, imports of pencils from the PRC and Thailand have increased from 53,000 gross in 1982 to 3.445 million gross in 1992. Imports of pencils from these countries for the first half of 1993 were significantly higher than for the corresponding period a year earlier. As a result of these unfairly traded imports, the U.S. pencil industry said it has lost sales and market share to unfairly traded imports and several domestic manufacturers, unable to compete with imports, have ceased doing business. As recently as 1979, there were 17 U.S. companies engaged in the manufacture of pencils. Today, only eight remain.
 The industry has examined the question of dumping of these pencils for more than a decade, and has determined that imports have reached such levels that import protection is required.
