 U.S. EPA SIGNS CONSENT AGREEMENT WITH TEXACO OVER PCB VIOLATIONS
 SAN FRANCISCO, April 7 /PRNewswire/ -- The U.S. Environmental Protection Agency (U.S. EPA) today announced a consent agreement with Texaco Inc. that resolves alleged violations of federal regulations governing the proper management of polychlorinated biphenyls (PCBs) at its Bakersfield, Calif., facility.
 As part of the settlement, Texaco will pay a civil penalty of $37,000. The company also agreed to clean up any PCB spills or leaks at the facility, fulfill recordkeeping requirements, and properly mark access to PCB transformers.
 Today's agreement stems from a civil complaint issued by U.S. EPA under the federal Toxic Substances Control Act.
 PCBs belong to a broad family of organic chemicals known as chlorinated hydrocarbons. They are widely used in hydraulic and heat- transfer systems and as an insulating fluid in electrical equipment. U.S. EPA banned the manufacture of PCBs in 1979 because of their toxicity and persistence in the environment. They are classified as a probable human carcinogen.
