 U.S. EPA CITES SMURFIT NEWSPRINT IN POMONA FOR PCB VIOLATIONS
 SAN FRANCISCO, April 15 /PRNewswire/ -- The U.S. Environmental Protection Agency (U.S. EPA) has proposed a $36,000 civil penalty against Smurfit Newsprint Corp. for polychlorinated biphenyl (PCB) violations at its facility in Pomona, Calif.
 According to a complaint issued by U.S. EPA, a routine inspection of Smurfit's facility at 2205 W. Mt. Vernon Ave. revealed leaks in four PCB transformers and small spills from two of the leaking units. The agency also charged that combustible materials were being stored within five meters of the transformers and that Smurfit failed to keep inspection records for the second quarter of 1990.
 The civil complaint was issued by U.S. EPA under the federal Toxic Substances Control Act, which governs the proper management of PCBs.
 PCBs belong to a broad family of organic chemicals known as chlorinated hydrocarbons. They have been widely used in hydraulic and heat-transfer systems and as an insulating fluid in electrical equipment. U.S. EPA banned the manufacture of PCBs in 1979 because of their toxicity and persistence in the environment. They are classified as a probable human carcinogen.
