 U.S. EPA CITES RSI FOR HAZARDOUS WASTE VIOLATIONS
 SAN FRANCISCO, July 24 /PRNewswire/ -- The U.S. Environmental


Protection Agency (U.S. EPA) today announced that it has filed a complaint against Recycling Sciences International Inc. (RSI) charging hazardous waste violations at the company's facility at 16255 N. Valley Highway, Marana, Ariz., and proposing a civil penalty of $748,232.
 "To protect the health of community residents as well as workers at the facility, we are strictly enforcing all regulations on the safe handling of hazardous wastes," said Jeff Zelikson, director of U.S. EPA's western regional Hazardous Waste Management Division.
 The order charges RSI with 10 counts of violations of the federal Resource Conservation and Recovery Act (RCRA), which governs the proper management of hazardous wastes. The violations include lapses in safety procedures, failure to assure financing for safe closure of the facility after its useful life is over, and deficiencies in records that must be maintained to keep track of the storage, transportation, and disposal of hazardous wastes.
 The wastes treated and stored by RSI were classified as hazardous by U.S. EPA in 1990. Arizona is not authorized by U.S. EPA to enforce federal hazardous waste regulations for these particular wastes. Thus, U.S. EPA, rather than the state of Arizona, is initiating this action against RSI.
 The facility treated and stored contaminated soil containing hazardous wastes using a mobile Desorption and Vapor Extraction System (DAVE). Current operations are subject to U.S. EPA regulations which govern the facility while awaiting U.S. EPA's decision on RSI's permit application.
