U.S. EPA AND SAN RAMON FIRM SETTLE RIGHT-TO-KNOW COMPLAINT

 SAN FRANCISCO, Aug. 25 /PRNewswire/ -- The U.S. Environmental Protection Agency (U.S. EPA) has settled a complaint against SBE Inc., San Ramon, for alleged violations of the Emergency Planning and Community Right-to-Know Act (EPCRA).
 As part of a consent agreement reached by the company and U.S. EPA, SBE will pay a civil penalty of $47,600. In a complaint issued in June 1993, U.S. EPA alleged that SBE, a manufacturer of printed circuit boards, failed to file annual reports estimating its releases of Freon 113 from 1988 through 1991 at its former facility in Concord. Freon 113 is a trade name for one of the chlorofluorocarbons (CFCs), a class of chemicals that contribute to depletion of the ozone layer.
 "We are pleased with SBE's cooperation and prompt response in correcting these reporting problems," said David Howekamp, director of the Air and Toxics Division at U.S. EPA's western regional office. "Compliance with the reporting requirements by all companies is essential to providing the public with accurate information on the use of toxics in industry -- both locally and nationally."
 EPCRA requires annual reports to U.S. EPA and the state from facilities with more than 10 employees that use or manufacture any of more than 300 toxic chemicals over a specified threshold amount. The reports provide estimates of the amounts of each toxic chemical released to the environment, recycled, or transferred to another facility for treatment or disposal.
