U.S. EPA AND LA COMMUNITY COLLEGE AGREE TO CORRECT PCB VIOLATIONS
 SAN FRANCISCO, Nov. 12 /PRNewswire/ --The U.S. Environmental Protection Agency (U.S. EPA) today announced an agreement with the Los Angeles Community College District which will result in compliance with federal polychlorinated biphenyls (PCB) regulations. The college district will pay a civil penalty of $4,100 and conduct a program of environmentally beneficial expenditures beyond the costs of correcting violations.
 A major component of the agreement is a districtwide PCB audit to identify and remove or replace transformers in excess of federal standards. In addition, the district is instituting comprehensive recycling programs at all of its colleges and hosting a training program for community college administrators on environmental issues such as PCBs, asbestos and energy. Costs for these and other activities will exceed $750,000.
 Today's agreement stems from a civil complaint issued by U.S. EPA under the federal Toxic Substances Control Act, which governs the proper management of PCBs.
 PCBs belong to a broad family of organic chemicals known as chlorinated hydrocarbons. They are widely used in hydraulic and heat- transfer systems and as an insulating fluid in electrical equipment. U.S. EPA banned the manufacture of PCBs in 1979 because of their toxicity and persistence in the environment. They are classified as a probable human carcinogen.
