The men, a 36-year-old from Wavertree and a 22-year-old from Halewood, were arrested yesterday.
Mr Wooley spent the evening drinking with a friend on Wavertree High Street before stopping for a pizza in Picton Road.
Seconds later, a lone gunman shot him at point-blank range as he walked toward his friends.
He is believed to have died instantly from a gunshot wound to the back of his head and shots to his chest.
Sources said the professional nature of the killing means a "hitman'" may have been hired.
There is a possible link with the murder of career criminal Mikey Wright.
No-one has yet been charged with the murder of Wright, who was shot in the head at Stonedale retail park in Croxteth.
