DIED: Robert Douglas "Colonel Bob" Collins, 74, of natural causes, in Austin, Tex., July 25. A retired colonel in the Texas Army National Guard, Collins became so well-known for his philanthropy in Austin's gay community that in 1999 Mayor Kirk Watson issued a proclamation naming a day for him.

DIED: Ruth Waters, 71, gay civil rights and community activist and cofounder of the national Black Lesbian and Gay Leadership Forum, of colon cancer, in Pasadena, Calif., July 14.

APPOINTED: Ernest C. Hopkins of Washington, D.C, Kathy Levinson of Palo Alto, Calif., and Kevin Wayne Williams of Boston, to the National Gay and Lesbian Task Force board of directors, August 2.
