Tories take control.

Conservatives took control of Chelmsford Borough Council, Essex, from the Lib Dems after Mr David Lee won the Old Moulsham seat in last week's by-election.

In another by-election, Labour's Mr Howard Gore defended Lancashire's South Ribble Central division.

Results: Chelmsford Borough, Old Moulsham: C 529, Lab 494, Lib Dem 476, Green 41. (May 1999 - Lib Dem 725, C 496, Lab 378). C gain from Lib Dem. Swing 8.9% Lib Dem to C.

Lancashire County, South Ribble Central: Lab 751, C 636, Lib Dem 565. (May 1997 Lab 3997, C 2793, Lib Dem 1251). Lab hold. Swing 4.5% Lab to C.
