To catch a thief airport ground handlers apprehended for stealing U.S. mail.

SIGONELLA, ITALY, May 9--The Joint Military Postal Activity Atlantic (JMPA-ATL), a division of the Military Postal Service Agency (MPSA), located at John F. Kennedy, New York and Newark, N.J. airports, has reported the apprehension of seven Swissport workers who perform mail and cargo ground handling services for Delta Airlines.


The arrests were made as a result of ongoing training and investigations over the past year by the U.S. Postal Inspection Service (USPIS), MPSA, JMPA-ATL, and Fleet and Industrial Supply Center Sigonella (FISCSI), the Navy command responsible for providing postal products and services to Navy activities throughout Europe, Southwest Asia, and Africa.

"The apprehension of these individuals can be credited to FISCSI's robust working relationship with USPIS and JMPA-ATL and intensive postal offense/force protection training at each postal facility throughout the FISCSI AOR [area of responsibility]," said Jeffrey Gibbs, FISCSI's regional Postal Director.

In 2007, Gibbs met in Rome with USPIS inspectors and Rome Fiumicino Airport Italian Guardia di Finanza, Customs, and State Police officials to develop U.S. and Italian partnerships in prevention of mail thefts and incidents.

In February 2008, FISCSI asked USPIS inspectors to provide training in Sicily, Italy, to its regional supply officers and program directors, which focused on force protection techniques pertaining to the U.S. mail system. The USPIS inspectors stressed the reporting all theft and tampering incidences of U.S. mail destined to personnel stationed in Europe, Southwest Asia, and Africa.

"Emphasis was placed on timely and thorough reporting to gather the proper evidence to enable our USPIS partners and local Naval Criminal Investigative Service (NCIS) agents to gather the proper evidence to investigate suspected areas where trends indicate thefts may be occurring," said Gibbs.

While in Sicily, the USPIS inspectors provided the same training to FISCSI Fleet Mail Center personnel involved in the mail handling process, and met with local NCIS officials, Catania airport police, and the Naval Air Station Sigonella Security department.

In addition to the Swissport arrests, Italian officials also apprehended ground handling personnel involved with mail theft at the Rome Airport in 2007.

Swissport is a contracted ground handling company providing services for airlines at New York and New Jersey airports.
