Conservative David Davies was responding to evidence given at the Equality of Opportunity Committee by the Rev Aled Edwards, who works with asylum seekers.
He told AMs he had been working with a 15-year-old refugee from Iran, and a mother who had given birth while seeking asylum.
Mr Davies said: ``We have to draw the line somewhere. I don't think Britain can be responsible for people who come over here to use the NHS.''
