This isn't what we mean by health care reform!

This isn't what we mean by health care reform! While complying with the Affordable Care Act's (ACA) requirement that children under 19 be granted insurance regardless of pre-existing conditions, the insurance industry has created a new, outrageous abuse: some have stopped offering child-only coverage. The companies fear that parents will only insure children when they are sick, reducing insurers' profits. While insurers still cover children when their families sign up for policies, a spokesman for America's Health Insurance Plans called the practice of not offering child-only coverage "widespread." This won't be legal after 2014, if health care reform is fully implemented and every one is required to have coverage. For now, insurers in up to 29 states have stopped offering child-only policies.
