This Week: Bill Halter: CEO of Scenic Hill Solar of Little Rock.

Bio: Bill Halter

Background: Halter was Arkansas' lieutenant governor and a force behind the Arkansas Scholarship Lottery before entering the solar business. An economist for Congress and a member of the Clinton administration in the 1980s and '90s, he named Scenic Hill for the North Little Rock area where he grew up. The company announced its first major project in 2016, a deal to build arrays at L'Oreal plants in Arkansas and Kentucky.

Education: The 1979 valedictorian at Catholic High School in Little Rock, Halter earned a degree in economics and political science at Stanford in Palo Alto, California. He then earned a graduate economics degree as a Rhodes Scholar at Oxford University.
