The Courier.

The Courier is a bulletin on global concerns published three times a year by the Stanley Foundation. The Fall 1992 issue focuses on American foreign policy. New Voices, Hard Choices, the lead article, delves into the complicated process of deciding which crisis merits American assistance. As the Cold War ends, Americans are looking inward to solve their country's domestic problems. International strife is still abundant, however, and continues to affect American policy. Yet, traditional foreign policy and negotiation practices are not meeting the challenge of crises in the new age of Pax Americana.

To define the mission and suggest possible creative approaches to foreign affairs, the Stanley Foundation "launched a new conference series" in Spring 1992. This article outlines the direction taken by that conference in structuring solutions. Also featured in this publication are the issues of sovereignty and nongovernment agencies, the agony of child refugees, and the new era for Bulgaria and Russia. Past publications on a range of topics are available. Some interesting past offerings specific to education include Issues in Education: Local Is Global Is Local; Issues in Education: Learning To Live in a Pluralistic Society; Issues in Education: Developing Leaders for a Global Age; and Issues in Education: Quality Global/International Education: What Political Stance? Each publication is free and may be purchased in bulk at low cost. They are ideal for discussion with students in the classroom or with teachers in professional development sessions.
