Teen parents and welfare.

Since the introduction of welfare reform in 1996, it's been a mixed bag of results for teen parents, according to a report by the Henry J. Kaiser Family Foundation.

One of the chief aims of Temporary Assistance for Needy Families (TANF) was to help teen parents, and the little available research indicates a trend toward more teen mothers living with their parents, the report says.

But on the subject of teen parents completing school--another key goal of TANF--the foundation says that gains have been modest. And, according to the report, teen parents are more likely than are adult TANF recipients to be sanctioned by state TANF administrators for noncompliance with the states' programs.
